Emilio Pineda

Serves as Chief of the Fiscal Management Division at the Inter-American Development Bank (IDB) since September 2019. A Mexican citizen, he has a PhD in Political Economy at the University of Columbia, and a bachelor's degree from the Instituto TecnolĂłgico AutĂłnomo de MĂ©xico (ITAM). Between 2003 and 2008 he worked as an economist in the Western Hemisphere Department at the International Monetary Fund (IMF), where he was responsible for conducting monetary, fiscal, and debt analysis for the Caribbean. Between May 2008 and June 2012, he worked at the Secretary of Finance in Mexico, where, among others, he was responsible for the monitoring and regulation of subnational debt, the accounting harmonization of states and municipalities, and the tax regime of public enterprises including the Mexican state-owned petroleum company, PEMEX. Between 2012 and 2019, he was a Principal Fiscal Specialist of the Fiscal Management Division at the IDB, where he led programs to strengthen subnational fiscal management in Brazil, Argentina and Uruguay.

MarĂ­a Caridad Araujo

Is the Chief of the Gender and Diversity Division of the Inter-American Development Bank (IDB). Prior to this role, she was a Principal Economist in the IDB’s Social Protection and Health Division, where she worked on early child development and anti-poverty programs. She previously was a professor at Georgetown University and worked at the World Bank. She is a national of Ecuador, a mother of two girls and holds a Doctorate in Agricultural and Resource Economics from the University of California at Berkeley.

Morgan Doyle

Is the Representative of the IDB Group in Brazil. He leads a team of more than one hundred professionals in the Brasilia and São Paulo offices, coordinating the support offered to the public and private sectors (through IDB Invest), in addition to innovation efforts (through IDB Lab).  In his 23-year career at IDB, he has been Representative in Uruguay and Ecuador, as well as Principal Advisor to the Vice-Presidency of Sectors and Knowledge. He previously led operations in housing financing, support for small and medium-sized enterprises, debt management, and financial sector regulation. Mr Doyle holds an undergraduate and master’s degree in international development from Brown University and was a Fullbright fellow.

Leslie Harper

Has over 20 years of experience as an international development professional working on Latin America and the Caribbean and is an expert in public procurement reform and modernization. She is the Gender and Diversity Focal Point for the Fiscal Management Division where she is responsible for portfolio monitoring and mainstreaming of gender and diversity in fiscal projects. She has supported multiple countries in the Latin America region in the development of women in public procurement programs. She has been the lead on high profile events and knowledge products to promote cutting edge trends in the topic.

Judith Morrison

Is a Senior Advisor in the Office of the President of the IDB.  She has over 20 years of international development experience and previously served as a Regional Director at the Inter-American Foundation, Program Director at the Inter-American Dialogue, and Executive Director at the Inter-Agency Consultation on Race in Latin America (IAC). Her work focuses on the best approaches to reach poor and vulnerable communities in Latin America, with an emphasis on the economic development of indigenous and Afro-descendant peoples. She has extensive experience brokering investments with the private sector and communities throughout Latin America and developed the first private-sector eco-development fund in Brazil. She holds a master’s degree in poverty alleviation and income distribution from MIT where she received the Carroll Wilson Award for international research and received a Woodrow Wilson Fellowship.

Shaibya Dalal

Senior Advisor at the White House Office of Management and Budget (OMB), leads implementation of President Biden’s Executive Orders on equity across Federal agencies. Before joining the Biden-Harris Administration, Shaibya served as Director of Strategic Growth at PolicyLink, where she focused on equity in Federal policy as well as corporate racial equity. While earning her MBA at the UC Berkeley Haas School of Business, she was co-president of the Haas Race Inclusion Initiative and served as a Senior Management Associate at Bridgewater Associates, the world's largest hedge fund. Prior to business school, Shaibya also worked as chief of staff and speechwriter to PolicyLink founder and then-CEO Angela Glover Blackwell. She started her career in local government, managing the City and County of San Francisco’s groundbreaking renewable energy program and advancing environmental legislation at local and state levels. Shaibya also holds degrees in political science and public policy from UC Berkeley.

TĂ©lyse Masaoay

Is the Director of Racial Equity Policy & Practice within the Mayor’s Office of Diversity, Equity and Inclusion. In her role, she leads Philadelphia’s Racial Equity Strategy by overseeing the racial equity action planning process for all Philadelphia departments, building a Racial Equity Community of Practice for city employees, and policy advising across city departments. Télyse also partners closely with the Budget Office to advance Philadelphia’s Budgeting for Racial Equity Initiative. In all of her work, Télyse prioritizes advancing justice for BIPOC, low-income families, and other frontline communities. Télyse holds a B.A. in Public Health & Sociology from Vanderbilt University and her M.S.W from Washington University in St. Louis.

Naomi Roberson Reid

(she/her) serves as the Director of Budget Equity and Engagement in the City of Philadelphia’s Budget Office.  Naomi leads the department’s work in developing and implementing equitable engagement strategies to educate and provide spaces for feedback for City employees, residents, and other stakeholders.  Naomi works to prioritize targeting recruitment efforts to ensure the city is hearing from populations and communities who historically have been unheard.   Naomi has been an engagement professional for over ten years, working in both the non-profit and municipal fields.

Dr. Chikarlo Leak

Is the Deputy Director for the Office of Racial Equity City of the District of Columbia. Dr. Leak has extensive experience working within local government and academic settings. In his government and academic work, Dr. Leak has implemented policies, programs, and services that seek to improve health outcomes, reduce health disparities, and employ a community-based approach to behavioral change. As the Policy and Operations Manager with the Mayor’s Office of Racial Equity (ORE) he reviews and develops policies and programs to address systemic inequities by ensuring racial equity is embedded into the delivery of services the District provides to its residents. Dr. Leak earned his Doctorate of Public Health from the Jonathan and Karin Fielding School of Public Health at the UCLA, a Master of Public Health from San Diego State University, and a Bachelor’s Degree in Health Science from Slippery Rock University.

Sandra Maria Olimpio Machado

Secretary of Planning and Management of the State of Ceará. She holds a master’s degree in business administration and is a specialist in Accounting and Control from Unifor. She has degrees in Accounting from the UFC, in Administration from Unifor and in Psychology from the Farias Brito University Center. She also has a diploma in Advanced Studies in Regional Development from the University of Barcelona. She has been a fiscal auditor in Ceará since 1990, served as Sefaz's Executive Secretary for Planning and Internal Management and has held the position of Secretary for Planning and Management since January 2023.

Under her management, Seplag/CE has been a pioneer in Brazil in discussions of race- and gender-sensitive budgeting and its incorporation into the Brazilian subnational budget cycle.

Claudia Piras

Is a Lead Economist in the Gender and Diversity Division of the Inter-American Development Bank. In this position, she leads the design, execution and evaluation of programs to promote gender equality and women's economic empowerment, an area in which she has more than 20 years of experience in research and public policy.

Renata Motta Café

Is a Fiscal Management Specialist at the IDB Country Office in Brazil, where she leads projects aimed at modernizing fiscal management of subnational governments. Renata earned her master’s degree in economics from the Getulio Vargas Foundation (EPGE/FGV) and is currently pursuing her Ph.D. at the same institution. Prior to joining IDB, she worked as a researcher at the Center for Regulation and Infrastructure Studies (FGV/CERI) and as a public policy analyst. Her career is dedicated to enhancing the efficiency and transparency of public fiscal management, with a focus on contributing to inclusive and sustainable development and the well-being of society. She holds a bachelor’s degree in economics from the University of Brasília with academic experiences at Universidad Carlos III de Madrid and the London School of Economics.
